BEST ANSWER: Yes, these are fully cotton bandannas.
I'd like to use these to make neckerchiefs for a Cub Scout Pack, and need to know if they are large enough? I had some cotton handkerchiefs, but at 16" on a side they are not quite big enough for my 10 year old.
