48x70, I cannot tell, is 70 high or wide?

I just bought Bumbo, but I have a couple questions on filling him up. He didn’t come with any directions. Is there a best order to fill the three different areas? Also, is the base also for filling with air? It doesn’t stay filled because the openin g is so much wider. Maybe it needs water, or something else, for extra weight?

BEST ANSWER: The base area you can fill with water to help him stand. To inflate we would suggest starting from the top and working your way down.

BEST ANSWER: No, it doesn't light up, so you'd need to illuminate him with other light if you want him to be visible at night. He looks great in the daytime! I paid 3 times as much for a lighted inflatable (from a different store), and the electronics went bad after a couple weeks. This abominable has no electronics, so he's more economical.
