BEST ANSWER: They do spin. I use them in my garden to keep critters away. They seem to do the job, since I have peppers this year that did not get eaten by the squirrels

BEST ANSWER: No, that is probably not a good idea. The pinwheels come in three parts - the face/pinwheel, the stem and the leaves and you put them together. So, a small child could take them apart easily.
