Put a small glow stick into a white balloon before you blow it up to give the ghosts an eerie glow. Blow up the white balloon, tie it off and stick the balloon onto a balloon stick.

Cut eyes and a mouth from a black felt sheet and adhere it to the balloon with white school glue.

Wrap the balloon with a long length of white tulle and secure to the bottom of the balloon with washi tape.
