Cut out 5×5 or 6×6 inch squares from the tissue paper. Place two layers of the squares on top of each other. Center the tootsie pop under the tissue paper square and pinch the tissue paper around the pop.

Using baker’s twine or orange ribbon, tie the tissue paper on the base of the pop.

Attach the adhesive wiggle eyes and black pearls on the tissue paper.
