Dissemble your White Tassels Garland.
Place a single White Tassel in between two ridges of the White Balloon Sticks with Cups.

Tie a Black and White Striped Satin Ribbon around the White Balloon Stick.
Step

Blow up a balloon and place it in the White Balloon Sticks with Cups. Place the Balloon/Tassel sticks in your Traffic Cone.
