Using the glue, attach the wiggle eyes, foam waddle and beak to the brown circle. Glue the head to the bucket.

Glue the small orange wing to the large red wing. Attach (glue) wings to each side of the bucket.

Glue the two yellow feet to the bottom of the bucket.

Glue the feathers to the brown tail feather. Glue to the back of the bucket. I found that this craft worked well with hot glue, however, any quick dry tacky glue would also work well.
